Mayor Jane Campbell says the pitch will be made on the basis of letting the city decide for itself. As she puts it, "Let Cleveland decide what is right for Cleveland".
Ohio voters have twice rejected casino gambling referendums.
Campbell says her proposal came after months of private discussions with county, business and tourism leaders.
Campbell , with a re-election battle looming next year, says she will hire someone to run the pro-casino gambling campaign.
